International sanctions and UN investigations into North Korea’s illegal weapons program have previously been backed by Russia. North Korea has also gained a powerful backer at the UN which wields veto power. While UN sanctions prohibit arms transfers to or from North Korea, the Kim regime has become a big supplier of weapons to Putin’s war effort in Ukraine. The vote in the 15-member Security Council on Thursday was 13 in favor, Russia opposed and China abstaining. But as Russia holds veto power, the resolution to continue the panel of experts’ work failed.

“He views himself as a big guy,” John Bolton, who served as national security adviser under Trump, told me. LONDON (AP) — Police in England say a drunken driver did the right thing after doing the wrong thing. An emergency dispatcher received an unusual call just before noon Monday when a motorist reported he was driving drunk and said he “doesn’t know what he is doing,” North Yorkshire police said. “Man calls the police to report that HE is a drink driver,” police said, using the British term for the offense. When officers arrived, the 52-year-old man was in a van on the side of the road. He was arrested Monday and held in custody and released after being charged Tuesday with drunken driving in Harrogate Magistrates’ Court.

An independent special counsel poured kerosene on concerns about Joe Biden’s age with pointed language about the president’s poor memory after concluding Biden had willfully mishandled classified documents – and that his failing memory makes him impossible to convict. ► He appears poised for a win at the Supreme Court. Feeding the frenzy about Biden’s ageIn concluding Biden should not be prosecuted, Special Counsel Robert Hur, a former Trump-appointed US Attorney in Maryland, offered a political indictment of the president’s fitness. Still, larger Trump-related questions loom for the Supreme Court, such as whether Trump enjoys absolute immunity from prosecution. That's because a subsidy that helps people with limited resources afford internet access is set to expire this spring. If the program expires, participating families, including nearly 900,000 in North Carolina, will either lose internet access or have to pay more to stay connected. Most of that money will be awarded to internet providers to build internet infrastructure in areas that need it most. Several states incorporated the ACP subsidies into those draft plans in ways that would lower the cost for internet access to zero for some customers. CNN —The world once again is trying to parse the stance of North Korean dictator Kim Jong Un. After North Korea was defeated, the fighting stopped with a 1953 armistice but a peace agreement was never reached. Kim has certainly been signaling that something fundamental has shifted and he clearly wants the world to take his threats seriously. For decades the Democratic People’s Republic of North Korea or DPRK, has had two explicit goals. The warning about North Korea cannot be ignored, and the US, South Korea and Japan should update their planning.

While North has faced allegations of a conflict of interest from some within the NRA, he maintained that the arrangement was approved at the highest levels. “Wayne LaPierre helped me draft that agreement,” North said. “Wayne LaPierre is the one who told me: ‘I’ll take care of it.’"During the cross-examination, North emphatically denied trying to remove LaPierre from power for his own personal gain. However strange it sounds, that contradiction fits snugly in explanations of what climate change is doing to Earth, scientists said. But when the polar vortex weakens, the arms start flailing out, the skater slips and “all the cold air then gets released away from the center of the polar vortex," Cohen said. The current cold outbreak is consistent with Arctic change and the polar vortex, Cohen said. Cohen and others have done studies that show the polar vortex outbreaks have become more frequent in recent decades. But another polar vortex looks like it's coming at the end of the month, though not as strong as this one, they said.

A new case of cattle anthrax has been confirmed in southwest North Dakota's Grant County, bringing the number of cases in the state to 25 this year, according to state agriculture officials. Those cases have led to about 170 cattle deaths, the North Dakota Department of Agriculture said in a news release Thursday. From 2006 through last year, 18 cases of cattle anthrax were confirmed. “Many producers in the affected area worked with veterinarians to administer vaccinations earlier this year,” North Dakota State Veterinarian Dr. Ethan Andress said. Most people associate anthrax with the weaponized version used in 2001 attacks, when five people died and 17 others were sickened from letters containing anthrax spores sent through the mail.

WASHINGTON (AP) — The White House said on Friday that North Korea has delivered more than 1,000 containers of military equipment and munitions to Russia for its ongoing war in Ukraine. The containers were shipped between Sept. 7 and Oct. 1 between Najin, North Korea, and Dunay, Russia, according to the White House. The U.S. has accused North Korea of previously providing ammunition, artillery shells and rockets to Russia. North Korea has previously denied providing weaponry to Moscow. After decades of hot-and-cold relations, Russia and North Korea have drawn closer since Moscow’s invasion of Ukraine in 2022.

CNN —The second 2024 Republican presidential primary debate ended just as it began: with former President Donald Trump – who hasn’t yet appeared alongside his rivals onstage – as the party’s dominant front-runner. “Tonight’s GOP debate was as boring and inconsequential as the first debate, and nothing that was said will change the dynamics of the primary contest,” Trump campaign senior adviser Chris LaCivita said in a statement. A messy first hourThe first hour of the second GOP primary debate was beset by interruptions, crosstalk and protracted squabbles between the candidates and moderators over speaking time. Further complicating the matter, some of the highest polling candidates – DeSantis and Haley – were among those least willing to dive into the muck during the first hour.

Washington CNN —The blue-and-gold flag draped hero worship of Ukrainian President Volodymyr Zelensky’s last Washington trip, which stirred comparisons to Winston Churchill’s wartime stand against Nazism, was a distant memory on Thursday. And in public appearances, Zelensky’s patience sometimes frayed – especially when berating the United Nations for failing to protect its members from aggression. There’s also a question of whether Zelensky’s relentless efforts to shame the world into action might be reaching the point of diminishing returns. Trump exacerbates such concerns by warning that Biden’s help for Ukraine could trigger World War III with Russia. With no end in sight for the biggest war in Europe since World War II, Ukraine’s fate seems increasingly aligned with Biden’s own political destiny.

CNN —North Korea’s second attempt to launch a spy satellite into orbit failed Thursday due to a malfunction in the third-stage of the rocket, the state-run Korean Central News Agency (KCNA) reported. The unsuccessful launch came after North Korea’s first attempt failed in May, when the new satellite vehicle rocket Chollima-1 crashed into the sea soon after liftoff. In a news conference Thursday, Japan’s Chief Cabinet Secretary Hirokazu Matsuno said Japan “strongly protests” North Korea’s latest launch and “condemns it in the strongest terms,” adding that the launch used ballistic missile technology. During the summit, the three leaders pledged closer cooperation to protect against nuclear threats from North Korea and urged Pyongyang to abandon its nuclear and ballistic missile programs. North Korea is expected to celebrate its 75th foundation day on September 9 with a military parade.

The signs that something is very, very wrong with our reproductive health and endocrine systems are myriad. Seoul, South Korea CNN —As tensions with North Korea spike, South Korea will hold its first nationwide civil defense drill in six years later this month, requiring most of the country’s 51 million residents to practice evacuating to shelters or underground safe spaces during the 20-minute exercise. “We expect to strengthen the response capacity of the nation through a practical drill reflecting the aspects of provocations of North Korea,” Prime Minister Han Duck-soo said in a news release this week. Many South Koreans have become resigned to the fact that much of the population would only have minutes to respond to any possible North Korean missile or airstrike. South Koreans have long become used to periods of fractious relations with the North, but the current level of tensions are especially high. Han, the South Korean prime minister, said the civil defense drill would be held in conjunction with large-scale US-South Korea military exercises that have drawn sharp criticism from Pyongyang in the past.
